THE DEMOCRAT DOUBLETALK - POLICY STANCES BASED ON LANGUAGE?

Assembly Public Safety Chairman, Josè Solorio, rejected Assemblymember Jon Benoit's AB 39, yet he remains the co-author on Assembly Bill ACR 24, which urges "the Governor and the Attorney General of the State of California to institute an action in federal District Court for the Eastern District of California to compel the BJA to reimburse the State of California for all costs of housing undocumented foreign nationals...."

In a La Opinion article 'Rechazo A Plan De Reembolso Por Indocumentado Presos,' (April 12, 2007), Assemblyman Solorio noted that AB 39 was rejected 'because in the past this type of proposal was unsuccessful in having the federal government reimburse for the cost of incarcerating undocumented immigrants.'  Assemblyman Solorio also stated that he rejected Assemblymember Benoit's proposal to use all legal remedies to urge the federal government to reimburse the State of California for all the costs of housing illegal convicts, 'because it would have been too costly for the state.'

So which one is it? Or does Assemblymember Solorio's policy preferences and statements change with his audience?  Does he have separate policy statements for English language speakers and Spanish language speakers? 

AB 39 Was Rejected Because Similar Proposals Had Failed In The Past
